Pour water in a skillet, add salt, ground black pepper, garlic, and onion. Bring to a boil then add pork belly, cook for another 45 minutes. Remove from skillet. Drain and let it cool down, add more salt to the meat if desired.
Heat oil in a large saucepan to 350 degrees F over medium heat.
Fry pork on each side until golden brown. When it is done, drain on a paper towel then cut into serving pieces.
